Quebec opens some doors
wider to Haitian immigrants affected. The Minister for
Immigration and Cultural Communities Yolande James, today unveiled new
measures to broaden the definition of family for a réunificationl and
support Haitians here who want to accommodate family members.
The Sponsorship Program
Special Humanitarian, which will run from February 17 to December 31,
allow immigration to Quebec 3,000 Haitians who could not settle in
Quebec under existing rules.
Ms. James argued that
this number might seem modest at first glance, was the capacity of
Quebec in the circumstances. "If we set this limit to
3000, because we wanted to be responsible. From the moment we open
more than that, we would not be able to integrate well and it does a
disservice to anyone by doing this. "
"I think we should be
aware that we are not able, in Quebec, while helping Haiti," she added. There are many countries
and other jurisdictions and states also contribute. We did our part with the
3000. "
Thus, family
reunification, which was limited to parents, grandparents and children
residing in Quebec and all the orphans have a family relationship will
be extended for the duration of the program for adult children, siblings
and their spouses and
children.
Ms. James noted, however,
we will not proceed to selection on the basis of first come, first
served, but in two very specific criteria. "It's really a matter of
being able to determine that these are people affected by the events of
January 12 and, secondly, we will look at the course, the integration
capacity of the person as to evaluate it. "
Quebec has taken this
decision independently of the will of Ottawa, where Immigration Minister
Jason Kenny remained deaf to repeated requests to that effect from the
disaster.
Furthermore, the
Quebecers of Haitian origin wishing to sponsor a close but can not
afford to meet the financial criteria required can still do so by
getting a co-signer who will undertake to ensure the financial autonomy
of the new arriving.
Last year, 2,000 Haitians
have immigrated to Quebec under existing rules. The measures announced
Wednesday by the minister could then add 3000 immigrants from that
country but will not add to total immigrants made welcome in Quebec in
2010.
Minister James was very
clear in this regard: Quebec will respect its capacity but will place
greater Haitians within their quotas.
Ms. James also announced
that some 350 Haitian students attending college or university in Quebec
will be exempt from paying tuition for the winter semester 2010.
The rights of these
students are exempt include regular tuition and additional fees charged
to foreign students, representing a sum of approximately $ 1.3 million
for the Government of Quebec.
The Minister of
Education, Michelle Courchesne, has invoked a prepared statement, the
fact that many Haitian students suddenly found themselves deprived of
income necessary to pay for their studies in Quebec.
